This meeting was called to attendence.
First Item of Business- Kael addresses the town council.
- The Alchemy Guild Master recognizes that one of their journeyman threatened the Town Council with her.
- Kael would only accept a threat of themselves from Astrophel, Lesovik, or Caius. Any other member of the Alchemy guild using her as a threat is not to be taken seriously.
- Kael has no intention of going against the Town Council, especially for a fine over a non-alchemy related agreement a member failed to uphold to the town council.
- The Alchemy Guild will take care of said journeyman in house, and it will be made clear that any further threats against the town council are not acceptable.
Second Order- The Killings of the murderer known to the Town Council as Stabby Bitey Man
First up, the testimony of Kalkot Aspen
- Kalkot Aspen is a lumberjack and five year employee of the White Forest Trading Company.
- 2 1/2 years ago he was subdued by Kael and killed by Dolan.
- He wants Dolan held responsible
- Wants restitution to all victims
- and wants assurances something like this will never happen again
Second, the testimony of Wisteria Silvertongue
- Wisteria acknowledges that their murder was not at the hands of Dolan, but at the hands of Colin.
- They say that their body was taken by Dolan, who said they would bring them to the bridges, behind a shed and as they Eidoloned they watched Dolan “wipe the blood from his mouth”
- Individuals in attendance of this town council meeting confirmed that Dolan did take Wisteria’s body away post killing.
- Individuals in attendance also point out that, as Wisteria had been in the company of the so-called singing assassins, there was an argument for self-defense when it comes to Collin, but no justification for the alleged corpse desecration.
Third in order on this topic, Eleanora
- After a lot of research into the Topic, Eleanora had discovered that some of the murders that had been attributed to the actions of Stabby Biteyman by the town council had actually come from a blood drinking Unicorn.
- That unicorn is now dead but wanted it on the record that there were multiple factors that contributed to Town Council’s seemingly slow action on the matter. The Witchwood is a dangerous place, and by killing the Unicorn a part of the problem.
Contributions to the Discussion by Zevvi
- From previous investigations into Dolan, it had been discovered that Dolan was being affected by a compulsion of some variety. Likely a malady or a curse.
- The Town Council would not want to inflict punitive damages on any citizen under a provable compulsion such as this
Requested Remedy after discussion
- Initially there was a request of 50 leaf per victim of Dolan’s crimes
- The guests Wisteria and Kalkot agreed that there is room to negotiate in terms of pay.
- Monetary compensation to victims of Dolan in this 2 1/2 year time frame is to be discussed by the Town Council over the message boards
- There was credible evidence by some, but not all, of the letters to the constable that some of these victims had been in the process of attacking the town. All in attendance, including guests, agreed that the goal is restitution to actual victims.
- To that end, unbiased testimony from a number of witnesses is to be considered a requirement for this compensation.
- Guests also acknowledged that while it is impossible for absolute assurances of safety in the Witchwood, they argued that it is the job of Town Council to foster an environment where any citizen under such a compulsion should feel safe to tell town council so it may be handled properly.
- Eleanora voiced agreement that such a thing was a goal of Town Council.
- Discussion was started about a possible consent to violence/blood drinking law. It was tabled for time, to be discussed either over the message boards or a separate gather. This is entirely for the purposes of someone being under such a compulsion, and would apply to citizens of oak harbor should it make it past the discussion stage.
Third on the docket- The Conclave building
- The town clerk announced the results of the public poll for the town buildings.
- The Large room that won the poll was the Warehouse.
- The small rooms with the most votes were the realms library, laboratory, greenhouse, rune meditation room, and clinic
- A vote was put forward for the Large Building, on whether or not to go with the poll winner.
- With a vote of 6 yay to 1 nay, the Warehouse passed construction.
- Matron Nem put forward an anti-vote for the clinic, saying there are plenty of healing refreshes in town, and what was needed was more healing.
- With the realms library winning the most votes in the poll, a vote was held for its potential construction
- With a vote of 8 yay to 0 nay, it passed. the Realms Library will be constructed.
- A runner was sent (Pawel) to fetch Durand and get the opinions of the Alchemists on the Laboratory, now that the matter of the threats had been settled. Durand gave the Laboratory a glowing review and said that the Alchemy guild would cover all costs associated with the room.
- With a vote of 8 yay to 0 nay, the Laboratory passed.
- Discussion began on the final room. Shambrin and Mogudad both said that from their experiences with smithing the Smithy simply would not be a desired building. It benefits too few people, and the current state of smithing made it difficult to drive people to pick up smithing.
- Shambrin said that whether or not this building won a vote, it would not make them more likely to dedicate themselves to the profession.
- The Greenhouse was brought up as a balance to the Labortatory.
- The Greenhouse passed the vote with 7 yay and 0 nay.
- For a final total, the Alchemy guild will be expected to pay for the Alchemy building. The Oak Harbor Merchants guild has agreed to cover the merchant cost and as much of the leaf cost as possible. This leaves the cost of the Realms Library (30 leaf per gather) and the Greenhouse (30 leaf and 8 plants per gather).
- These costs will not start until the first gather in spring. A collection hat is likely to be set out.
- For the construction of these rooms Smiths, Runemages and Mystics will need to work together. Runemages should discuss what sort of runic recipe they believe would be best for these rooms. Smiths should consider what sorts of materials are needed for the foundation. Mystics should discuss stories for each of these rooms. More specific information to come on the message boards.
Fourth item on the docket- the Trade Routes
- Ralden sent word back in regard to the trade route. Their Hurzicht elders are amenable to setting up relations with Oka Harbor.
- The Feranni had previously offered their smithing services.
- A vote is held. Ralden won 6 votes to send the trade route there, compared to 1 vote for the Feranni.
- The Luxury foods trade route is down to the paperwork. Embezzlers at the Harbormasters office must be taken care of before that paperwork is dealt with.
- Clerks note: Embezzlers discovered. Morgan should get a raise and win employee of the year for the Harbormasters office.
Fifth Item on the docket- Dock Building
- Shrubn grandmother and Elranora are working on getting Bellweather Shipwrights and shipbuilding started as the docks continue copnstruction
- For the second gather in a row, the Ternacentti have not responded to the WFTC’s counter proposal to their offer to expand the docks. Instead, they seem to just be working on them.
Sixth Item on the docket- The Blight
- Querkus said they would need more time to help combat the Void Pools.
- The Oak Harbor Mystics guild say they have a plan to solve the problem.
- Clerks note: The Oak Harbor Mystics Guild convinced notable problem Vai to fix the problem. All Void Pools have been cleansed.
Final Item-
The Town Council acknowledges that Kellis Stormborne is owed 40 leaf while Eleanora is owed 10 for the research they performed. WFTC representatives said the money should be ready later this fall.
