Citizens of Oak Harbor,
The Velliar University is offering to aid to people who will use the thus-named “Intention Shards” toward certain goals. The University will offer assistance from various scribes, who will apply the use of their own Shards to strengthen the Intention of a certain action. All interested in receiving this assistance should apply by writing a proposal for the action and submitting it to Lecturer Strigford, Master with Merit of the Imperfect Arts. Applications will be considered based on their content as well as personal recommendation and endorsement from individuals within the Velliar University.
