I looked through the rules and the only thing I could find as to when the season ends was “Changes to the seasonal spending cap are only made at the boundary between seasons”
I have some lessons that I plan to submit and I might want to spend CP towards what it unlocks. But I also don’t want what I spend to bleed into the next season, if that makes sense.

Usually the season rollover happens after the Winter Feast event (or after the Summer Revels event). Note that the next Winter Feast event has not yet been scheduled, but will probably be in January or February.
Can we assume that the spring dates will be confirmed by then and we will be able to submit BGS/ Lessons before the winter event?
Yes, the spring dates will be set by then.
